These Terms govern your use of Block Watcher (operated under neo24.net) — our multi-chain address watch,
match, and notify product. By creating an account or using the service, you agree to these Terms and our
Privacy Policy.
1. The service
Block Watcher lets you watch blockchain addresses you configure. We read chain data through our
interfaces, match in-scope financial transfers (native coins and fungible tokens),
and surface ordered results in your dashboard and notification channels (such as Telegram or email).
We do not custody assets, hold private keys, execute trades, provide investment advice,
or operate as an exchange, bank, or wallet. NFT / non-fungible collectible streams are out of product scope
unless we explicitly expand the product later.
2. Eligibility & accounts
- You must be able to form a binding contract and meet any age requirements in your jurisdiction (at least 16).
- Provide accurate registration details and keep credentials / OAuth accounts secure.
- You are responsible for activity under your account, API tokens, and connected notify channels.
- We may suspend or terminate accounts that violate these Terms, abuse the platform, or create security risk.
3. Watches, matches & notifications
- You control which networks and addresses are watched. Matching is based on destination / configured watch rules as documented in the product.
- Chain data comes from public networks and RPC / interface providers. Tip lag, reorgs, provider outages, or incomplete upstream data can delay or affect results.
- We design for completeness of in-scope financial transfers, but no monitoring system is absolute. Do not treat matches as the sole control for settlement, AML, or custody decisions without your own verification.
- Notification delivery depends on third-party channels (email providers, Telegram, etc.) that we do not fully control.
4. Acceptable use
You agree not to:
- Probe, attack, or overload the service, auth forms, or APIs (including captcha bypass attempts).
- Use the product for unlawful activity, fraud facilitation, or to violate sanctions / export rules that apply to you.
- Submit malware, scrape beyond reasonable product use, or reverse-engineer in ways that harm the service or other users.
- Misrepresent affiliation with neo24.net or Block Watcher.
- Share accounts in a way that defeats usage limits or security controls.
5. Plans, limits & changes
Features, address caps, API access, and pricing may change as we ship. Current marketing pages describe
plans at a high level and may include placeholders. We may enforce fair-use or plan limits to keep the
platform reliable for all customers. Material paid-plan terms will be communicated when billing launches.
6. Intellectual property
Block Watcher, neo24.net branding, software, and documentation remain ours or our licensors’.
You keep rights to your account content (watch lists, labels, support messages). You grant us a limited
license to process that content solely to operate the service.
7. Third-party services
OAuth (Google / GitHub), reCAPTCHA, hosting, email, Telegram, and chain RPC providers are governed by
their own terms. Your use of those integrations is also subject to those terms. We are not responsible
for third-party outages or policy changes.
8. Disclaimers
The service is provided “as is” and “as available” without warranties of
uninterrupted, error-free, or fully complete matching. Blockchain monitoring depends on external networks
and vendors. You remain responsible for how you use matches in your operations.
9. Limitation of liability
To the maximum extent permitted by law, neo24.net / Block Watcher and its operators are not liable for
indirect, incidental, special, consequential, or lost-profit damages, or for losses arising from missed
or delayed matches, notification failures, chain reorgs, or third-party outages. Our aggregate liability
for claims relating to the service is limited to the greater of (a) fees you paid us for the service in
the three months before the claim, or (b) zero if you use a free plan.
10. Indemnity
You will defend and indemnify us against claims arising from your misuse of the service, your watched
addresses / operational decisions, or your violation of these Terms or applicable law.
11. Suspension & termination
You may stop using the service and request account closure. We may suspend or terminate access for
Terms violations, abuse, legal risk, or non-payment (when paid plans apply). Sections that should survive
(IP, disclaimers, liability limits, indemnity) continue after termination.
12. Changes to these Terms
We may update these Terms as the product evolves. The “Last updated” date on this page will change when
we do. Continued use after an update means you accept the revised Terms. If you disagree, stop using
the service and close your account.
